The Neonatal Program Manager (NPM) facilitates and implements the hospital’s Neonatal Program Plan to align with the hospital specific and system Quality Assessment & Performance Improvement (QAPI) initiatives as defined in the Texas Administrative Code for Hospital Level of Care Neonatal Designation. The NPM regularly and actively participates in neonatal care at the hospital where program manager services are provided.
Responsibilities
General Management:
1. Responsible for monitoring the provision of neonatal patient care services from admission, stabilization, operative interventions if applicable, through transfer or discharge, inclusive of the QAPI Plan. Other oversight includes:
a. utilization of telehealth/telemedicine, if used.
2. Develop and maintain the Neonatal Program Plan.
3. Lead the Neonatal QAPI meeting(s) and participate in other neonatal meetings to include NICU Leadership and hospital specific service line meetings as appropriate.
4. Collaborate with the Neonatal Medical Director, neonatal program, consulting physicians and
nursing leaders and units providing neonatal care to include developing, implementing, or revising:
a. written policies, procedure and guidelines for neonatal care that are implemented and
monitored for variances;
b. the Neonatal QAPI Plan, specific reviews, and data initiatives;
c. criteria for transfer, consultation, or higher-level of care; and
d. staff competency, training, and education
5. Consistently review the neonatal care provided and ensure the neonatal QAPI Plan is specific to neonatal/infant care, is on-going, data driven, and outcome based.
6. Participate in Neonatal QAPI.
7. Represent the hospital at the Perinatal Care Region Meetings and develop collaborative relationships with other Neonatal Program Managers of designated facilities within the Perinatal Care Region.

Selects or assists in selection of personnel for hire and promotion; takes appropriate actions regarding counseling, disciplinary actions, demotion and termination

Assists in development of competency plans and provides opportunities for learning
Department/Business Management:
Participates in planning, developing, organizing and evaluation of the Neonatal program for hospital.
Coordinates and maintains Neonatal Designation for the hospital.
Assists with management of staff in collaboration with department leader/s.
Assists with establishing protocols and/or guidelines in accordance with designating authority
Develops collaborative relationships with departments to support quality neonatal care
Assesses, implements, and evaluates neonatal program orientation and educational programs for nursing staff in collaboration with educators and nurse managers
Monitors neonatal patient care from Admission through Operative Intervention(s), Stabilization, and Discharge and enters in Neonatal PI Program.
Maintains current knowledge of neonatal care
Participates in regional organizations that support Neonatal system development
Collaborates with local, regional entities involved in Neonatal Care
Interacts with Southwest Texas Regional Advisory Council (STRAC) Regional Perinatal Committee
Coordinates monthly neonatal hospital meetings
Coordinates education as related to neonatal care throughout the community
Demonstrates dedication to meeting the expectations and requirements of internal and external customers; gets first-hand customer information and uses it for improvements in service; talks and acts with customers in mind; establishes and maintains effective relationships with customers.
Assures department and staff readiness for each and every patient
Provides follow-up and resolution for identified problems
Utilizes resources efficiently and effectively
Maintains safe environment
Participates in Performance Improvement activities
Qualifications
MINIMUM EDUCATION: Bachelor Degree in Nursing
PREFERRED EDUCATION: Master’s Degree in Nursing
MINIMUM EXPERIENCE: 5 years’ experience in Neonatal bedside nursing
PREFERRED EXPERIENCE: 3-5 years’ experience in a managerial role
REQUIRED CERTIFICATIONS/LICENSURE: Possession of current Texas State License for Registered Nurse.
PREFERRED CERTIFICATIONS/LICENSURE: Specialty or Administration certification desired.
REQUIRED COURSES/ COMPLETIONS (e.g., CPR): BLS, NRP certified
